I’m not sure about your other answers but here’s what I did for a homemade Indian costume.
I went to Walmart and bought enough felt fabric in brown to fold in half and make a “sack” shaped dress with a squared neckline and short sleeves. I just cut and fit the sides to fit (loosely) that’s how I got the short sleeves because it was smaller at the top (sort of like an “A” line dress). I marked how much fringe I wanted with a brown marker and then cut the fringe up to that mark all the way around the bottom. I had beaded fringe I glued around the neck and shoulders. I used a leather headband with feathers. Brown shoes that I mostly covered with left over felt. I measured around my ankles then cut 2 strips, cut partway up to make fringe, attached to my ankles and it looked sort of like moccasins or short booties.
Looked good, got lots of compliments, fast and easy to make (sewing or gluing works either way). Hope this helps.
